The Forever Open Rules Overhaul

Opener Rules Locked, Heavy Consumable Bans Added, and Legacy Perk Reforms Announced

ith registration rapidly winding down toward the October 4 deadline, the administrators behind The Forever Open—the monstrous $100,000 Level 30 Horde dueling tournament hosted by Tips Out, Esfand, and Xaryu—have dropped their first major round of sweeping rule amendments directly into the official event Discord.

From strictly codifying uncontested openers and banning additional crowd-control consumables to directly addressing community burnout over the beta's sprawling Legacy system, the committee is moving aggressively to ensure competitive fairness across the Durotar dirt.

The Big Pivot: Heavy Reductions Coming to Legacy Perks

Undoubtedly the most significant news for prospective competitors is a formal dispatch from lead organizer Tips Out concerning World of Warcraft: Forever's horizontal progression architecture: the Legacy System.

When initial tournament guidelines confirmed that "Legacy points are permitted," high-end duelists immediately began sweating around the clock—racing through hundreds of obscure exploration milestones, profession crafts, and mob grinds to stockpile every fractional point possible on our Interactive Legacy Masteries Calculator. Because Level 30 normally limits talent trees to 21 points, competitors feared that anyone unlocking extra talent points or stat perks via legacy ranks would wield an insurmountable mathematical advantage.

Addressing this community stress head-on in the tournament announcements channel, Tips Out told duelists to halt the endless grind:
"As we all know, one of the main new features WoW: Forever is slated to bring forth is the Legacy System: a horizontal progression avenue designed to give players more meaningful ways to grow their accounts beyond the typical endgame raiding treadmill... a few specific Legacy talents have been identified by community members and tournament administrators alike as potentially conflicting with our goals for this beta-limited event.
> We think the Legacy System is awesome and plan to spotlight it... but we also understand the stress pursuing some of the legacy perks have put on players who intend to participate in this beta tournament. As such, we plan to modify our current ruleset to heavily reduce some perks' impact on gameplay but are ironing out the details. The reason we are talking about this now and not when we have solidified our decision is so players do not continue to unnecessarily grind out legacy perks at the cost of other tournament preparation. Once we have solidified how we modify the rule, we will let you know. And before anyone asks, yes, it is more complicated than simply 'ban it'. But rest assured, the outcome should be great."
While the exact mechanical limits are being finalized by administrators, the message to participants is clear: do not burn out grinding extreme legacy milestones at the expense of leveling, gearing, and practicing mechanics.

Uncontested Openers & The 25-Second Clock

The second major pillar of the September 29 rulebook update eliminates the chaotic opening ambiguities that historically plagued grassroots Classic dueling brackets. The committee has established strict positioning, class opening priorities, and anti-delay timers:

• Stealth Class Priority: Stealth classes (Rogues and Druids) receive an uncontested opener. Opponents must stand completely still at their designated 20-yard duel marker without turning until the opener begins.
• Druid Spell Casts: For Druids opening with an offensive spell cast (such as Entangling Roots or Starfire), opponents are permitted to act the exact millisecond the cast animation begins.
• Stealth vs. Stealth: In mirror stealth bouts (Rogue vs. Rogue, Rogue vs. Druid), neither combatant receives an uncontested opener; both fighters must actively hunt each other down in the ring.
• Warrior Openers: In all non-stealth matchups, Warriors receive the uncontested opener, ensuring they can initiate cleanly with Charge without opponents dancing out of range before hostility flags.
• What Qualifies as an Opener: An opener is defined as the very first offensive action taken—including any ability cast, racial trait (e.g. Blood Fury, Berserking), or on-use trinket/item activation.
• The 25-Second Forfeit Clock: To prevent duelists from holding opponents hostage, players holding uncontested opener rights lose that priority if they wait more than 25 seconds after the opponent becomes hostile. Crucially, any delays provoked by the opponent will not count against a stealth class's timer.

Banned Consumables & Anti-Griefing Ledger

Beyond the previously announced bans on Magic Dust and all elemental protection potions, the committee published immediate edits expanding the banned inventory ledger:
Regulation AreaUpdated Tournament PolicyEnforcement & Context
New Item BlacklistSlumber Sand & Furbolg Medicine Pouch BannedAdded alongside Magic Dust to prevent degenerate off-class sleep and healing crutches.
Protection PotionsComplete elemental ban remains enforcedFire, Nature, Frost, Arcane, Holy, and Shadow absorb potions are totally forbidden.
Permitted BuffsOwn class's self-buffs onlyConsumables applied during a duel are allowed if legal. World buffs, quest perks, and campfires are banned.
Pre-Duel RestrictionsNo Pre-HoTs, Pre-Trapping, or Pre-SacrificesHunters may only lay traps after countdown hits zero. Warlocks cannot pre-sacrifice Voidwalkers.
Shaman Totem RuleAllowed to pre-place up to 4 totemsShamans may plant a full set of elemental totems before match countdown begins.
Gold Buying / RMTExplicitly BannedAny competitor linked to real-money trading or illicit gold faces instant disqualification.
Pacing & DowntimeReduced downtime between boutsEnforced delay penalties against players intentionally stalling match turnarounds.
The explicit clause banning gold buying follows heavy community uproar this week surrounding high-profile streamer handouts, as detailed in our investigative report on Blizzard's beta gold-buying crackdown.

Preparing for the October 17 Qualifiers

As reminder to all contenders, registration via Raider.IO Forever officially locks on October 4, 2026 at 11:00 AM PT.

All contenders must be playing a newly created Horde character with the surname `Foreverpvp` on the PvP beta realm, reach Level 30, prepare the mandatory 15 gold entry fee, and stream their POV with preserved VoDs on Twitch, YouTube, or Kick.
